Therefore, God also has highly exalted Him
and given Him the name which is above every name.

The name of Jesus is greater than that of every Old Testament prophet, priest or king, because Jesus was the focus of their ministry. The name of Jesus is greater than that of every apostle, including Paul, because Jesus called them, empowered them, commissioned them and used them.
